Since June of 2023, the Michigan Legislature has made major reforms to the state’s educator evaluation (section 1249), collective bargaining (PERA), and educator layoff and recall (section 1248) laws. Taken together, these changes represent a sea change in the way districts must approach and operationalize their educator evaluation system.
While the surface implications may appear straightforward, school administrators and attorneys are finding upon closer examination nuanced layers that demand attention. To aid school leaders and bargaining teams in navigating these changes, MASSP is facilitating a number of half-day workshops around the state.
Each session involves unpacking new statutes, addressing questions, clarifying misconceptions, and assisting teams in assessing their current practices. The goal is to help identify potential changes when updating board policies and engaging in collective bargaining and/or contracting with employee groups. Participants will gain a deeper understanding of what has and has not changed in the law, the relationship between evaluations and PERA, and practical examples for implementing the requirements. Additionally, attendees will receive both a negotiations checklist (Google Doc) and an implementation checklist (Google Doc) covering all the necessary requirements for planning and addressing the evaluation system based on statutory and collectively bargained language.

School administrators, bargaining team members or central office staff responsible for the observation & evaluation of other administrators or teachers.
MASSP Cancellation Policy
Cancellations made ten (10) business days or more in advance of the training date, will receive a 100% refund. Cancellations made after this date, including no-shows, are nonrefundable. Registration fees may be transferred to another individual by contacting the MASSP office at (517) 327-5315.
In the event that MASSP must cancel a training due to unforeseen circumstances, including inclement weather, participants will be refunded the cost of registration or may credit the fee toward an upcoming training. MASSP does not assume responsibility for any additional costs, charges or expenses; to include, charges made for travel and lodging.
